With cell phones, there are many options, all easy to set up. We went with a sim card (100 NOK) and pay as you go. Most places in Norway have WiFi so it is mostly being able to use data occasionally which is nice AND the phone service works in Europe. Landlords are easy to manage and since everyone speaks English, easy to communicate and negotiate with for rents, etc..
